Does every vehicle require auto insurance?

My mom isn’t going to drive anymore due to her health and about 2 months ago she told me to take over her car. I live where we get bad winters and salt is used on the roads. My car is 14 years old and her car is 9 years old. I decided I would rather use the older car to drive through our crummy roads for now. I told the girl at the insurance company that my mom will no longer be driving and she asked me what we are going to do with her car and I just said I am no sure yet. She told me that every vehicle needs to have insurance. My moms insurance has lapsed at that point and I didn’t continue it. At this point I only have insurance on the older car. A guy I work with decided to get a different car and keep his 2 year old car in the garage and never use it for now since it already has 45,000 miles on it and he feels he wouldn’t get much for it since the mileage is so high for the cars age. I don’t know if he has insurance on this vehicle or not. Shoudn’t it just be that I am taking a chance and insurance isn’t required on the vehicle I am not driving now or is insurance really required on vehicles even if they are not being used?
I live in the state of Pennsylvania

Bicycles are technically vehicles and are not required to have auto insurance. Therefore, it is technically incorrect to say that all vehicles must have auto insurance.
All autos are required to have insurance. However, you should be able to obtain insurance at a deeply discounted price if the vehicle is not being used.
In most state insurance is required to get license plates. That being said, if you don’t tag it and don’t drive it it would not need to be insured. If it is not insured make certain that NO ONE DRIVES THE VEHICLE. It MUST have insurance to be driven.
